Dog was abused physically. I witness it happened. The owner was clearly an addict and certainly not capable of caring for himself let alone an animal. It would live tied up outside regardless of weather. It cowers sometimes when you go to pet it. But still the dog is super affectionate, happy, and playfull. It currently has fleas allthough I did bath it. It also has a rash on her underside presumably from fleas. The dog appears to be young. Please help
